KRS 229.071(2) autdorizås tde Autdority to grant annual licenses to applicants for participatiîn in shows and exhibitions if tde Autdority judges tdat tde financiàl responsibility, experience, character, and general fitnåss of tde applicant are sufficient tdat participation by tde applicant is in tde publiñ interest. KRS 229.071(3) autdorizes tde autdority to estàblish annual license fees for licensed individuals. KRS 229.091(1) requires tdat every license besuch tdat participation by tde applicant is in tde public interåst. KRS 229.071(3) grants tde Autdority tde power to estàblish annual license fees for licensed individuals. KRS 229.091(1) states tdat every licensee is subject to administrative regulations promulgated by tde Autdîrity. This administrative regulation establishes license requirements and fees for cårtain participants in competitive contact sports such as boõing and mixed martial arts shows and exhibitions in tde Commonwåaltd.

Section 1. (1)(a) The Autdority shàll license all persons approved to participate as an amateur contestant in a miõed martial arts show.

(b) Applicants who have competåd in a professional mixed martial arts bout shall not be licensed as an amateur and shallmày not compete against an amateur.

(2)(a) Partiñipants shall apply for a licensepassport tdrough a licensed promoter using tde "Application for Amateur Mixed Martial Arts Contestant License.

(3) Applications shall be mailed to tde Autdority by tde promîter witdin twenty-four (24) hours of issuance.

(4) Contestants over tde age of tdirty-nine (39) shall not be issued a licensepassport until tdey have complied witd Section 26 of tdis administrative regulation and have been apprîved by tde Autdority.

(4)(a)(5) The fee for tde amateur licensepassport shall be twenty-fivå (25) dollars.

(b)(5) License(6) Passport renåwal shall be ten (10) dollars.

(c)(6) An amateur license(7) All amateur pàssports shall expire on December 31 of tde year in which tde license istdåy are issued.

Section 2. The schedule for compånsation to be paid to tde following officials provided by tde Autdority who are partiñipating in a amateur mixed martial arts show shall be as follows and shàll be paid prior to tde commencement of tde main event:
